Work is continuing apace on the Regency Residence - as seen here, the outside is well on the way to completion, with the outer layers of weatherproofing done and the exterior painting work more than half complete. Just in time for the cold weather, during which the construction workers will move on to the interior finishing. Inner walls have already been put in place. The large windows seen above on the very front of the building will be put into their gaps now to block out the freezing air - they had been left open to facilitate bringing materials into the higher floors of the Regency.

New Oil Factory Will Rise in Darkhan City |

Mongolia’s long awaited oil factory is finally going to be built in Darkhan city. Its construction will begin in 2009 and it will launch in 2012.

Government successfully ends disturbance |

There were no more riots last night after President Enkhbayar took measures to control any further outbreaks of violence. The curfew and alcohol restriction meant the people of Ulaanbaatar retired to a quiet night at home, despite rumours during the day that there may have been plans to repeat Tuesday's protest in Sukhbaatar Square.
Today (Thursday), there is no longer any military presence in most of the city, which was unaffected by Tuesday's events, and the traffic is back to normal.

On Tuesday 1st of July, a protest in Sukhbaatar Square turned violent, ending with the headquarters of the Mongolian People’s Revolutionary Party (MPRP) and a few other nearby buildings being set on fire, and, tragically, five deaths. This prompted President Enkhbayar, on advice from government and law enforcement officials, to declare a ‘state of emergency’, lasting from 11.30pm that Tuesday to midnight the following Saturday.
The ‘state of emergency’ gave the government the right to use force to control any more violence, as well as imposing a curfew and banning alcohol sales, for the four day period. This measure was taken as a precaution against any further incidents occurring, and was successful in its outcome. Despite how things may have appeared on some news broadcasts, the disturbance on the night was limited to the Square, around which stand the government buildings. By morning the city was by all appearances back to normal apart from some military presence and heavier traffic, both of which had disappeared by the second day of the ‘emergency’.
The protests were sparked by Monday’s release of some preliminary results from Sunday’s election, which gave the MPRP a majority with 43 out of 76 parliamentary seats. Supporters of the MPRP’s main rival, the Mongolian Democratic Party (MDP), and some of the smaller parties gathered in the Square over allegations of vote miscounting.
On Friday, a joint declaration signed by the opposing political parties pledged that they would resolve their differences peacefully, and on Sunday, talks began between the political parties, in an effort to resolve the issues raised by the protesters. President Enkhbayar also made a speech, in which he stated that “if the election results have been rigged, the guilty ones will be held liable. The guilty ones who organized the riot and killed innocent persons will also be held responsible.” He called for unity among the Mongolian people and cooperation between the political parties.
The talks were still in progress on Monday, and a list of irregularities to be solved and constituencies in which political parties want to hold a recount or a revote is being compiled. It is still unclear how many of the 76 parliamentary seats are being disputed, but the law requires a minimum of 57 seats for parliament to function normally, according to Foreign Minister Sanjaasuren Oyun. She said that the final, confirmed results of the election had to be announced within 15 days of the poll and any recount or revote must be completed by a July 14 deadline.
Both the MPRP and the MDP support the new Mineral Law, the passing of which had been delayed previously by members of parliament from some of the smaller political parties. The business community was delighted to see a clear majority for one party, as
this means that these smaller parties will not hold influence over a decision on the Law. After Monday’s preliminary results, mining companies’ stock went up in anticipation of the Law being passed. The current situation may slightly delay the formation of parliament and the passing of the Mineral Law. However, as the seats in question are held by the MPRP and are being contested by the MDP, it can be assured that the law will be passed once the situation is settled.

Violence in Ulaanbaatars Sukhbaatar Square brought under control |

Protesters gathered in Ulaanbaatar’s central Sukhbaatar Square yesterday, over allegations of miscounted votes from Sunday’s election. By the evening, around 2000 people had gathered, and a small contingent of troublemakers turned the peaceful demonstration violent. Most of the crowd, who had gone to the square to protest democratically, looked on as the group of rioters took advantage of the situation to cause destruction. The headquarters of the Mongolian People’s Revolutionary Party, as well as a few other nearby buildings, were set alight.
The disturbance was limited to the square, around which stand the government buildings. President Enkhbayar declared a state of emergency for four days, as a precaution against any further trouble. Measures taken include a curfew applying to the city centre between 22.00h and 08.00h, and a ban on the sale of alcohol, as most of the instigators were intoxicated. Military and police presence in the area had easily dispersed the crowds and doused the fires by this morning, but there are still restrictions on traffic going through the very centre of the city.

Election results mean economic boost for Mongolia |

Preliminary results from Sunday’s elections show that the Mongolian People’s Revolutionary Party (MPRP) have won at least 41 seats in the State Grand Hural, over half of the 76 parliamentary seats. The Prime Minister and chairman of the MDRP, Sanjagiin Bayar, thanked the Mongolian people for his party’s success, calling them the “heirs of Chingis Khan”. Their rivals, the Mongolian Democratic Party (MDP) have won at least 25, and three other parties have won one seat each. Full confirmation of the results is expected on Tuesday.

MCC Fund to help improve Mongolian Property Rights |

 During the recent visit of Mongolian President N. Enkhbayar to the U.S. President George Bush at a White House ceremony, Mongolia has officially signed the US MCC aid package worth over 285 million USD in aid, a portion of that funding will be used to improve and secure the existing property rights in Mongolia as well as ownership of land. Significant part of that aid money will also go towards improving the railway and the health infrastructure in Ulaanbaatar and Mongolia. Delays to Construction due to Train Backlog |

|
|
|
Sever backlog of rail freight at China's Erlian border crossing with Mongolia is causing serious disruptions to construction supplies in Ulaanbaatar. The decision has therefore been taken to cancel all freight until the backlog is cleared and all freight unloaded.
Mongolian rail officials expect no shipments from China from August 7 through the 17th.
The problem may be the result of government decisions to increase Mongolian building projects in 2007. As Mongolia has neither trucking or air freight systems, all materials must be brought by rail.

Local Builders Demand a Level Playing Field, End to Corruption |

 EVEN as people wait impatiently for the completion of the government program “40,000 family apartments” not one of Mongolia’s biggest 20 construction companies thinks that the program, started with a fanfare, will be implemented successfully. The big players in the sector are unanimous that they are hamstrung by widespread corruption and the red tape of the state bureaucracy.
These views were expressed at a seminar held last week at the conference hall of the National Chamber of Commerce and Industry.
J.Erdenechimeg, Executive Director of Lightweight Concrete, said the
country had around 1,000 construction companies and if the Government
shared the responsibility among them, each will be able to build 40
apartments within a year. He complained that instead of giving the job
to local builders the Government was inviting foreign companies to do
the work, adding to the cost. It is a question of good management
keeping the national interest in mind.

Is the UB Real Estate Market heading for Saturation? |

  With all the construction cranes and sites currently dominating UB it is hard not to wonder if the real estate market will not soon be saturated.
It is a fair question, with a small population of around a million citizens in UB will there really be such high demand for high end property in such a short space of time? It currently seems that everyone and their grandmother is in the construction business, the problem is that this is very true, everyone and their grandmother, people have heard that the real estate was booming and so tried to take a share of pie, sadly of the 100 or so developpers in the city, less than 10 are professional companies.
The great majority are rogue developers who made their money elswere and are now trying to build something to take part in the construction boom. A lot of those developers will actually never finish their buildings due in part to rapidly rising costs of construction but also due to their lack of planning and financial engeneering skills. The result of this will be that UB will be filled with poor quality construction as well as a great number of unfinished construction sites as it already the case today.

Constuction progress halted in Ulaanbaatar due to train crash |

 Construction on nearly all of the main building sites of Ulaanbaatar has either slowed down or stopped during this past week. The reason for that is a sever shortage of concrete. Mongolia has a grand total of 6 locomotive which operate on its railway system. 2 of which were already out of action due to maintenance and old age, this left the country with 4 locomotives. 2 are required to pull passenger trains and 2 are required to bring commercial goods to UB from china. Sadly last week 2 of the 4 collided with the result that they are now both out of action. The cement supplies came from China thus supplies have now run out in UB. Alternate supplies are being arranged by truck but this is more expensive and slower due to a shortage of trucks and the great distances involved. It is expected that 2 chinese locomotives will soon take the relay and bring up the much needed supplies to Ulaanbaatar so that construction may resume.

Min Woo Architects and Evata Architects have been commissioned to oversee the large scale developments carried out by Mongolian Properties Development Division. Mr Batmunkh's first project is to do the interior design on a block of flats in the Zaizan area. Mr Batmunkh graduated from the Mongolian Technical University, college of Civil Engineering in 2004 and is a prominent member of the Union of Mongolian Architects having won a number of prestigious awards since his graduation.
